Rep. Luna Introduces Discharge Petition to Ban Insider Trading by Members of Congress

Washington, D.C. — Today, U.S. Representative Anna Paulina Luna filed a discharge petition to bring bipartisan legislation banning stock trading by Members of Congress directly to the House floor, an action reflecting overwhelming public support and growing frustration with political delays.

Across the country, from every political background, the American people agree on one thing: Members of Congress should not be enriching themselves with insider knowledge,” Rep. Luna said. “Both Republican Speaker Mike Johnson and Democratic Leader Hakeem Jeffries have acknowledged that insider trading in Congress is a serious problem and must be stopped. On this issue, the people are more united than Washington is.

Rep. Luna emphasized that while there is bipartisan backing for the ban, there is also bipartisan resistance, and that Congress has stalled for far too long.

Political games have already started to play out behind the scenes. I’m not waiting any longer,” Luna continued. “A discharge petition is the strongest tool we have to guarantee a vote on behalf of the American people and it exists for moments exactly like this.

The discharge petition will allow Members of Congress from both parties to bypass internal obstacles and bring the stock-trading ban forward for a clean up-or-down vote.

Americans deserve a Congress that works for them, not for special interests or personal portfolios,” Luna said. “I look forward to working with every faction, every caucus, and every Member, Republican and Democrat, to finally get this over the finish line.

The legislation would prohibit Members of Congress and, in some cases, their immediate families from buying or trading individual stocks while in office. Numerous polls show broad public backing for the reform, with majorities of Republicans, Democrats, and independents demanding action.

Rep. Luna concluded: “This is about restoring trust in the institution and delivering a win for the American people. It’s time.”
